The distinction that matters most is Miniaturk. The boat docks there and gives you around ninety minutes ashore, but the park charges its own admission at its own gate. The cruise ticket buys you the crossing and the time, not the entry.
How much does a Golden Horn cruise cost?
9.00 euros per person for the standard ticket. The booking system separates passengers into adults aged 13 and over and children aged 7 to 12, with the child rate calculated at checkout.
Two things worth budgeting for beyond the ticket.
Miniaturk entry is charged at the park. Foreign visitors and Turkish residents pay different rates there, and the park takes credit or debit cards and Istanbulkart only, with no cash accepted and no foreign currency. There is no cash machine inside. This catches people out more than anything else on the route.
The Museum Pass does not help. Miniaturk is run by the Istanbul municipality rather than the Ministry of Culture, so neither the state Museum Pass nor the Istanbul Museum Pass covers it.

Times are approximate and shift with weather and sea conditions. Arrive fifteen minutes before departure at your chosen pier.
On which sailing to pick, the 16:00 is the popular one and for good reason between roughly April and September, when it puts you back on the water in the best light of the day. In December and January the sun sets before 18:00, so the 16:00 sailing finishes in the dark and the 12:30 is the better choice for seeing anything. The 09:00 is the quietest and the best one if Miniaturk is your main reason for going, since the park opens at 10:00 and you arrive as it does.

What you see for the money

Outbound, up the north shore. The Ataturk Bridge, Tersane Istanbul at the historic Halic Shipyard, the Rahmi Koc Museum, the Golden Horn Bridge, then the dock at Miniaturk.
Return, down the south shore. The Bahariye Mevlevi Lodge, Tavsan Adasi, Pierre Loti Hill, Eyupsultan Mosque, Feshane, the Sveti Stefan iron church, the Virgin Mary Church, the Fener Greek Patriarchate, the Balat and Fener waterfronts, Kadir Has University in the old Cibali tobacco factory, and the Suleymaniye Mosque on the skyline above Eminonu.
The two shores are genuinely different, which is the argument for a round trip rather than a one way crossing. The north side is industrial heritage and museums. The south side is Byzantine and Ottoman religious history stacked up behind a nineteenth century waterfront.

What the boat gives you
Two decks, one enclosed and one open, with a capacity of over 150 passengers.
The lower deck is climate controlled with comfortable seating and large viewing windows, which is what makes the cruise viable in December as well as July. The upper deck is open air and is where you want to be for photographs.
On board there is a cafe serving Turkish coffee, tea and cold refreshments, restroom facilities, and safety equipment certified by the Turkish maritime authorities.

Karakoy or Eminonu, which boarding point?
Both are boarding points with their own ticket desks, and you choose yours when you book.
Karakoy Pier sits at Fermeneciler Caddesi 26 in Beyoglu, at the northern end of the Galata Bridge. It is the departure point and the final arrival point, so boarding here gives you the full two and a half hours.
Eminonu Pier is on the southern side of the bridge, ten minutes later on the outbound leg and ten minutes earlier on the return. It is closer to Sultanahmet and the historic peninsula, which is where most visitors are staying.
The trade is twenty minutes of sailing time against a shorter walk. If you are staying in Sultanahmet, Eminonu is the sensible choice. If you are in Beyoglu, Galata or Karakoy, board at Karakoy and get the extra time on the water.

Online, which is the recommended route. You receive a QR coded e-ticket by email immediately. Show the code on your phone at your chosen pier. Nothing needs printing.
At the pier on the day. Ticket desks operate at both Karakoy and Eminonu and sell right up to departure, subject to availability. This works outside peak season and is a gamble on a summer weekend.

What happens in bad weather
The boat has both indoor and outdoor seating, so sailings run in most weather. Rain does not cancel a Golden Horn cruise, it just means you spend more of it on the enclosed lower deck.
What stops boats in Istanbul is wind rather than rain, and specifically the southwesterly lodos that blows from October to April and peaks in December. In severe weather you are offered a full refund or a date change.
The Golden Horn is also the most sheltered waterway in the city, tucked behind the peninsula and away from the open Marmara. When ferry services elsewhere in Istanbul are suspended for weather, the Golden Horn and the short Bosphorus crossings are typically the last to stop.

Arrive fifteen minutes early. Boarding closes at departure and the boat leaves on schedule.
Bring a card for Miniaturk. The park does not take cash in any currency. If you intend to go in, this is the single most important thing to get right.
Dress for the water, not the street. The upper deck is open and the Golden Horn is a wind corridor. One layer more than the forecast suggests, in every season.
